بنیاد آرمان شهر یک نهاد مستقل و غیر انتفاعی شهروندی مستقر در کابل است است که به هیچ دسته ی اقتصادی، سیاسی، مذهبی، قومی و هیچ دولتی وابستگی ندارد. آرمان این نهاد ایجاد بستر‌ها ی مناسب برای تامین خواست‌های اجتماعی برای دمکراسی، حقوق بشر، عدالت و قانون مداری است و نیز دست زدن به ابتکارات فرهنگی و نشر کتاب در خدمت به شکل گیری آگاهی جمعی شهروندان. بنیاد آرمان شهر در راستا ی تبادل اندیشه و گفتگو در داخل کشور و در منطقه با هدف ایجاد همبستگی، پیشرفت و صلح، میکوشد.
